The National Social Security Fund (NSSF) is established under the National Social Security Fund Act, Cap. 50, Revised Edition 2023. Its headquarters is located at Benjamin William Mkapa Pension Towers, Azikiwe Street, Dar es Salaam.
NSSF invites expressions of interest from eligible, competent, and reputable hotel operators interested in leasing and operating the hotel facilities within Benjamin William Mkapa Pension Towers.
3. Property Description and Location
Benjamin William Mkapa Pension Towers is one of NSSF’s investment properties. The development comprises commercial spaces and hotel facilities and is strategically located at the junction of Azikiwe and Jamhuri Streets in Dar es Salaam’s Central Business District, within Ilala Municipal Council.
4. Hotel Facility Details
The hotel facility occupies approximately 6,670 square metres, extending from the ground floor to the 21st floor of Tower C.
The facilities include:
- Three conference rooms.
- Six administration offices.
- Two kitchens.
- Thirty-six staff changing rooms.
- One lounge.
- Two restaurants.
- One waiting area.
- Seventy-two accommodation rooms.
Distribution of Hotel Facilities
Ground Floor
– Reception area.
First Floor
- Parking area.
- Administration offices.
Second Floor
- One conference hall with a capacity of 250 people.
- Two small conference rooms, each with a capacity of 30 people.
- Two restaurants, each with a kitchen.
Third Floor
– Hotel lounge.
Fourth to Twenty-First Floors
– Seventy-two hotel rooms, comprising:
- Eighteen standard rooms.
- Fifty-four suite rooms.
5. Eligibility and Application Requirements
NSSF seeks an eligible, competent, and reputable hotel operator to lease the premises under a long-term lease arrangement on an “as is” basis.
Interested applicants must submit an Expression of Interest containing, at a minimum, the following documents and information:
1. Proposed Monthly Rent: The proposed monthly rental amount, exclusive of Value Added Tax (VAT).
2. Proposed Service Charge: The proposed service charge, exclusive of VAT.
3. Proposed Lease Terms and Conditions: Details of the proposed lease arrangement.
4. Hotel Operating Experience: Evidence of previous experience in hotel operations, including details of comparable hotel facilities operated.
5. Company Profile: A profile outlining the company’s background, capabilities, and relevant experience.
6. Company Registration and Compliance Documents: These should include:
- Business Licence.
- Certificate of Incorporation.
- Tax Identification Number (TIN).
- Tax Clearance Certificate.
- NSSF Employer Certificate, for locally registered companies.
7. Evidence of Financial Capability: Audited financial statements for the preceding three financial years, covering 2023 to date, as stated in the notice.
8. Litigation History: Details of any existing or previous litigation, where applicable.
NSSF reserves the right to request additional information, clarification, or supporting documentation from interested applicants when necessary for the evaluation process.

7. Right to Accept or Reject Submissions
NSSF reserves the right to accept or reject any Expression of Interest and to cancel or discontinue the process at any stage before the lease is awarded, without assuming liability to affected applicants.

9. Submission Deadline
All submissions must be received no later than 27 December 2026 at 5:00 PM (17:00 hours).

The Expressions of Interest will be opened immediately after the submission deadline.
11. Important Information for Applicants

- Include the proposed monthly rent, service charge, and lease terms.
